If H literals were signed then the value of H'FF' should be -1.
The following little program (signed FLAG):
DCL DD FLAG AUTO BIN(4) INIT(H'FF');
DCL DD XXXX CHAR(4) DEF(FLAG);
CVTHC MSG-TEXT(1:8), XXXX;
CALLI SHOW-MESSAGE, *, .SHOW-MESSAGE;
should then show FFFFFFFF, but here is the result:

So, clearly H'FF' has the value 255 instead of -1
hence is unsigned.
