Well who will we vote off the island ... does CL CALL append the null, or
does C PEP append the null ....

I made two little PEPs that are identical, except one has language type
X'00050000', one does not, and called each from the command line with a
parameter.  I dereferenced the dereference of the parameter one pointer,
and the X'00050000' PEP version points to the command line parameter data
with a trailing null, the non-X'00050000' PEP version points the the
command line parameter data with NO trailing null.

So, now I conclude the CL CALL command appends the null if the target
program language type is X'00050000', while the C PEP doesn't.
