[MI400] How does this software work??

Not really a MI question although this piece of software appears to be a MI
program.
I ran across this software after a post in midrange-l.

I am curious to know if anyone has heard of this software or even better
would know how it works.
I have tried, with zero sucess, tried to figure out how they accomplish
what they claim.

It is a very small (20480 bytes) program.
