No, I don't think that is true.

I believe the pointers in the control table are set at IPL time rather
than at job initiation time. Failure to reset the pointer can lead to
some pretty awful consequences. Multiple jobs can point to the same
QTEMP, jobs can point to non-QTEMP libraries that get treated like
QTEMP, etc.
