Looking at an ILE C pgm, the page table codes in SST were:

Pgm hdr offset x0000  code 1 - user: read only, system: read/write
        offset x1000  code 3 - user: read only, system: read only

MATSOBJ protection byte was x53

bits 0-1 emcapsulated part   01 - user: read only, system: read/write
     2-3 assoc space         01
     4-5 creation            00
     6   always for obj      1
     7   always for space    1

So at least for pgms, it looks like it's reporting the first page.
