I personally have had a certification make a difference on a job interview 
many years ago.  CDP by the ICCP.

A lot of people can put on a good interview.  However a certification 
might have helped us weed out the person who never heard of SETLL and had 
years of RPG experience.

That CDP test depended heavily on experience.  You could not take the test 
until you had x years of experience.  Some questions dealt with how 
vendors typically handled maintenance contracts and the like.  Stuff that 
I blew by a coworker because I had that kind of experience.
