In general, ASC did not upgrade their products to be Level 40 compliant,
claiming that the IBM supplied APIs were too slow.  I have no opinion as to
the accuracy of that claim.  Level 40 is a problem in that it is the
shipped system value in V3R7 and beyond, and if you aren't at level 40,
your auditors will ding you on this point (not that they will understand
what this is).

There are many other products that provide similar functions that are level
40 compliant.  Take a look at Hawkeye.
