Sounds like cycle counts to me.  For cycle counts, just figure the number
of items (or locations) to count each day.  If it is 20 / day, the first 20
will be counted today, next 20 tomarrow etc.  Create a file contains the
items (or locations) and next count date.  After the item is counted, add
say 70 days (10 weeks) to the next count date.  

If I am all wet about cycle counts, You could do a divide and add using the
time. The fractions is the random number.
 
        Starting number 222.00000
        time                    08:15:03
        formula         222.00000/08/15/03=0.6166 
                                + 08.1503 + 222.00000=230.7669          
        Random #                7669

        Starting Number 230.7669
        Time                    08:15:23
        formula         230.7669/08/15/23=0.0836
                                + 08.1523 + 230.7669=32.0028
        Random #                0028
