Try removing all other cards until the emulation card gets the 
resources in wants.

I have seen IBM emulation cards (even PnP) that didn't work unless 
they had IRQ 5 and either DC00- or CC00- for the memory range. EVEN 
IN WIN95 w/ PnP CARDS! After removing the sound card & modem, and 
cold-booting the PC, the emulation card was able to get it's default 
resources. Then I turned off the PC and added the 2 cards back in, 
and everything worked fine.
