IBM initially recommended that you put the journal and the journal receiver
objects in an otherwise inactive ASP.  The recommendation for the journal
object was a bad one, and when the AS/400 came out they recommended putting
the journal in the same ASP as the files.

The journal receiver recommendation is still good.
