     The 403 error is supposed to be a permission error, but I have gotten 
     it when my URL specifies any erroneous information, such as a 
     non-existant file name.  Check your MAP and PASS statements in the 
     HTTP config.  
     
     i.e.   MAP <template> <replacement>
            PASS <replacement>
     
     Make sure the MAP statement translates the incoming request into where 
     the html files are really located.  Then make sure the PASS command 
     allows those html files to be shown.  Put the MAP statement in twice, 
     once with the <template> parameter in uppercase and once with 
     lowercase.  Also, do you have a welcome file which is shown when you 
     only specify the address of the as400?
