To start you need to dig deeper for more error message detail.
Was there additional help text on this message ?
Check joblog for messages that may have been issued prior to this
message.
Do DSPLOG QHST and look for any messages there.

You have a setup problem with the modem and the additional detail should
point you in the right direction.

Most likely settings you don't have correct:
DSR (107) On ...CONNECT
RFS (106) On ...V.25 Bis
(and of course, modem set to Synchronous Switched mode).   :-)


The line speed parameters for line QESLINE don't really make any
difference.  They are used only be performance monitor to calculate
percentage of line utilization.
