   What we have done in this instance is not to give people *SPLCTL,
instead change the OUTQs via the parameter AUTCHK to *DTAAUT.  Now
people need authority to the OUTQ to work with that OUTQ.  Next make all
the private OUTQs authority *EXCLUDE (you might to keep QEZJOBLOG,
QPRINT, & PRT01 as *CHANGE).  Now grant the Users access to the *OUTQs
which are theirs, and your problems should be solved.
