Well I have been trying to get the COBOL API set working with not much luck 
yet, but check out the ILE CEE APIs, there are many date manipulation 
routines there; Also there are some in the System APIs.

If you do happen to try these and get them to work, please post code 
fragmants for the WS LS and PD.

Same as always.  Write your own internal routine (slowest development,
fastest execution), or call an external CLP or RPG (fastest development,
slowest execution).
