QRPLOBJ Authority

I have an application that stores temporary objects in the QRPLOBJ library.
 The problem is that every time there is an IPL the system recreates QRPLOBJ
with an authority of *EXCLUDE for the *PUBLIC.  My QCRTAUT system value is
set to *CHANGE, and the create authority attribute of the QSYS library is
*SYSVAL.  How can I make sure the QRPLOBJ is available to the *PUBLIC without
changing the authority after each IPL ?
