There is no system maintained file which does this.  Execute

    DSPPGMREF *ALL/*ALL OUTPUT(*OUTFILE) OUTFILE(LIBxxx/FILExxx)

to get this information into a physical file.  You can run QUERY or your own
programs against this file.

There is no command which does this.  You could execute

     DSPFFD *ALL/*ALL OUTPUT(*OUTFILE) OUTFILE(LIBxxx/FILExxx)

to get a list of all fields from all files into a physical file.  Under
V3R1, the file QSYS/QADBIFLD contains a list of all fields from physical and
logical files only.
