Performing an IPL just to vary a tape drive on is a little extreme. Did
you try ending recovery first (option 4 from WRKCFGSTS)? As a last
resort you can usually delete then recreate the device description.
Option 9 from WRKDEVD will retrieve the source for you to make this
easier (before you delete the DEVD :-)), or you can follow Neil Palmer's
advice and retrieve all your device description sources every day in
your backup.
