The answer to both is yes, with qualifications. Database files transfered
out of the AS/400 can be transfered in mode ASCII, and the AS/400 ftp server
(or client) will convert EBCDIC to ASCII automatically, and this is the
default transfer mode. The catch is packed decimal fields don't convert, and
end up being binary data in the middle of your otherwise text record. You
may want to run an extract over the file first to convert the decimal fields
to character. (It won't matter to the PC.) Zoned Decimal aren't a problem.

You can even transfer PC files directly into existing database files,
replacing or adding members, or adding records to members, as long as the
formatting of the lines in the PC file matches the file layout in the
database file.
