You could do an ADDWSE of the device name to subsystem QCTL shich would
always bring them up in QCTL, however as you're using TCP/IP that's not
very practical as you don't know what QPADEVnnnn number they will be,
and probably don't want to add a generic QPADEV* entry as that will
catch all remote TCP/IP or STRPASTHR users.
So - as you want a specific user, change their signon program to do a
TFRJOB QCTL.
