V3R2 was very costly for IBM.  They didn't realize that the underlying
microcode would need such massive changes.  Also, they are under
significant cost cutting pressure now.  Many of the enhancements for V4R1
and more so for the next release after 4.1 require the underlying 64 bit
technology.

You can bet money on it.
