Here's something from the Client Access Host Servers manual (v4r1):
3.5 Central Server
The central server provides the following services for clients:
License management
The license management support that is provided by this server is similar to that provided in the original license management server for Client Access clients. The initial request from a client reserves a license for each Client Access user. The server remains active until the client is no longer communicating with AS/400. When the client disconnects, the license is retrieved so others can use it.
Client management
The central server allows the user to update the client management database on AS/400.
Client Access uses this function when new Client Access clients attach to the server and when existing clients attach. For new clients, the server adds a record to the client management database. For new and existing clients, it sets the client status to 'active.' When the client disconnects, the client status is changed to 'inactive.'
Retrieve conversion map
The central server retrieves conversion maps for clients who need them. These conversion maps are usually used for ASCII to EBCDIC conversions and for EBCDIC to ASCII conversions. The client can request a map by giving the correct source and target coded character set identifier (CCSID). The server then returns the correct mapping for the client to use.
The program listed in the following table is included with this server.
