SavRstSplf?

Hello All,
I am trying to creat my QUSRTOOL/TAATOOL for SAVRSTSPLF to be able to
save spool files from OUTQ's into libraries for saving or printing
later.  And I am getting the following error when I try to compile one
of the CL programs:

CRTBNDC command not found in *LIBL

Is C a part of my OS400 or am I S**t-outta-luck on this?
