Check out the products from Help Systems, notably ROBOT/400. This is an
automatic scheduling system. Uh, the AS/400 -does- have its own built-in
scheduling capabilites....

The AS/400 with its single-level-store, and Logical Files, etc. etc. make
it interesting to swallow in a single lump. IBM used to have a nice set of
basic courses to teach you how the system works. Be sure to get in at
least a basic operations and a basic Work Management course.

Robot, from Help Systems, has a distribution feature. If you don't need
multiple copies, consider placing printers where the users are, and letting
the printouts print where they're needed.
