ODBC qserver prestart job ended abnormally

Are you starting the protocol TCP/IP first? Our system startup program
looks like this:                      
STRTCP     /* start tcp/ip */
MONMSG     MSGID(CPF0000)
QSYS/DLYJOB DLY(60)
MONMSG     MSGID(CPF0000)
QSYS/STRSBS QSYS/QSERVER
MONMSG     MSGID(CPF0000)
QSYS/DLYJOB DLY(60) 
MONMSG     MSGID(CPF0000)
QSYS/STRHOSTSVR SERVER(*ALL) /* START HOST SERVERS */
MONMSG     MSGID(CPF0000)
