If you start with a simple command, named HELPTEST, such as:
CMD PROMPT('Test Help Text')
PARM KWD(VARIABLE) TYPE(*CHAR) LEN(10) +
PROMPT('Simple character string')
You would then create a *PNLGRP, named HELP, using source such as:
:PNLGRP DFTMSGF='*LIBL/QCPFMSG'.
:HELP NAME='HELPTEST'.

and then CRTCMD CMD(HELPTEST) PGM(ANYTHING) HLPPNLGRP(HELP) HLPID(*CMD)
