Great question- hopefully someone knows the answer.  This has 
something to do with extended attributes.  The stream files in
'/java/demo/webserver' that have the "Plain Text" attribute 
show they do have extended attributes (WRKLNK option 8) and
the ones that do not show no extended attributes (size of 0).
When running an OS/2 program called EAS (used to work with extended
attributes) in conjunction with OS/2 optimized CA the "Plain Text"
attribute does not show up as an extended attribute (go figure).
EAS can be used to add new extended attributes and the new extended
attributes are stored with the object just as expected.

Extended attributes have been supported by IFS "root" objects since
IFS was added to OS/400 in V3R1, but I do not think there has ever
been an OS/400 interface (e.g., API, command) to set or retrieve
the extended attributes.  The only access to the extended attributes
is through a client that supports extended attributes.  Also, I am
fairly sure that the HFS APIs can not be used to manipulate IFS stream
files (HFS only works with QDLS and user written file systems).

Hopefully someone can explain this,
