Charlie, the AS/400 has to have tcp/ip on, be connected with an internet IP address you can predict, and have a telnet port open. The PC has to have a slip or ppp connection to the internet and have a TN5250 program. It configures easily (type in the IP address. Aslo type the port number if the AS/400 is using anything other than port 23).
