The CRTLIB command has a paramter that specifies whether the library is *TEST 
or *PROD.

On the STRDBG command, using UPDPROD(*NO) will stop
the program being debugged from opening any files from 
production libraries as update/output.

How does the system determine if a library
is a test library or a production library?
