Level 40 security from level 30 -- MIDRANGE-L

We are trying to move to level 40 from level 30 security. One problem we are having is when we start a passthru to the level 40 system it will not allow it because the person is not authorized to the virtual device that was created. Is their a way to get around this or does anyone know what I may be missing in the user profile to allow the passthru.
