When you create a library, there is a TYPE parameter, which can be set to *PROD or *TEST. The default is *PROD. In prior releases of the system (both 38 and 400), because of bugs, the type turned out to be blank or just '*'. In this case, the system uses the FLIPACOIN command to determine what to do. If you have any libraries without a correct type, they can be fixed with the CHGLIB command, assuming you have proper authority.
