Neil, thanks.  I tried that today and it works great.  I may just
leave CHGS36 alone for now.  The FILELIB does everything
I'd want it to do.  I set up a developer's user ID with a job
description which contains only the development libraries.

To run developed code, we'll have to copy files from QS36F
to QS36FTEST.  This has the added benefit of eventually finding
out exactly which files are really required.
