If you are using the I/Net web servers, try the Inet400-talk 
mailing list.  That list is strictly for AS/400 web releated 
issues and has many members who are very knowledgeable on the 
subjects you ask about.

Many of the Inet400-talk members are also on this list, but the 
inet list is much more concentrated.  Besides, the volume is a 
lot lower (average day is just a few messages) so you have 
better chances of being noticed.

Another resource you might check out is 
http://ws121.supnet.com/websupport/.  This has several example 
cgi programs ranging from a simple "hello world" to a flull 
fledged CGI app (a web bassed work with spool files) with full 
source code availible for download.  These samples are written 
to the Inet api's, but would port to the IBM api's quite easly.
