The file on the target system WILL be created, but it will be a physical
file, not a save file.
You have to create the save file on the target system. This can be done in
the FTP session with
        QUOTE RCMD CRTSAVF lib/file
Also, be sure to specify BINARY for the transfer--default is ASCII.
