There's a printer file for each configured 36EE printer device. I've never
tried to move jobs to a different output queue, but you might try OVRPRTF P1
OUTQ(XXXX). Alternately, maybe you could create a new printer file in
#LIBRARY and use the OCL // PRINTER statement to select the dummy "device".

Shown here is the exact code I used.  I placed the parameters needed into
the
OVRPRTF from the // PRINTER statement as shown.  This code works great
when I tested it with my ID, but not when it ran during the evening hours.
