UIM help calls.

Is it possible to call a program or execute a command from within a UIM help 
panel group?  Alternatively, 
is it possible to call a program or execute a command when help is pressed from 
a command?  We have 
migrated our application help text from panel groups to web documents.  Our 
utility commands still use UIM 
help.  As far as I can see we can call a program for prompting but not for 
help.  I then thought about using 
a UIM shell that would allow a command key to display the web document.  This 
is not hard in a normal 
panel group, but I can't see how to do it in a help panel.
