I occasionally see this when my PC is first connecting to the AS/400,
and usually when the AS/400 is very busy (in my case usually running the
nightly backup).  I find that just retrying the connection works in 99%
of cases.  I presume you're not getting this message solidly and can't
get connected at all ?

        using CAw95 in tcp/ip some times i receive the message 
        CWBLM0006 (license system not available)
        (my poor translate of the spanis original "El Sistema de
Licencias no esta
        disponible)

        The only way for avoid this is at the moment the
tree-fingers-greeting
        (CTRL-ALT-DEL) or similar.

        The service pack SF46059 (the very last) installed in V3R1M2.

        Any info?
