Gary,

Don't know the exact detail, but they are files containing data for
OV/400 - things like subject detail for documents.
If you don't use that they may be empty.

In my nightly backup I separate out the SAVLIB for QUSRSYS and use
SAVACT(*LIB) on it, and do not have a 
problem with these files not being saved.
