We've run into the same situation (V3R2) and have included our windows DDS 
within the main program DDS in almost all cases.

In the standalone situation we either turn on LR in the window program or have 
the window program output a record (no data, just like the ASSUME record).  The 
called program, upon second call, believes the window and it's border is still 
on the screen.  By outputting the record over the window it knows that the 
window has been overlayed. (Evend theough the record does not actually output 
anything).
