  Here's an example substantially lifted (IIRC) from the Application 
Display Programming manual:

For the benefit of those readers who might want to tinker with help 
panels, this goes in QPNLSRC (I called it by the imaginative name of 
TEST)

:PNLGRP.

:ISCHSYN ROOT='root'.root base main start help
:ISCHSYN ROOT='words'.words word phrase symbol

:HELP name=mainhelp.
:ISCH roots='root words'.
Main Help Topic
:ISCHSUBT topics='help1'
          topics='help2'.

create the panel group:
CRTPNLGRP PNLGRP(BUCK/TEST)
          SRCFILE(BUCK/QPNLSRC)

then create a search index object:
CRTSCHIDX SCHIDX(BUCK/TEST) TITLE('Testing subtopics')

then add the panel group to the search index:
ADDSCHIDXE SCHIDX(BUCK/TEST) PNLGRP(BUCK/TEST)

then try it out:
STRSCHIDX TEST
