I think the problem you see is related to buffering performed by HLL
program.
When you add record to file, it is not actually passed to system
immediately, but kept in HLL buffer. When buffer is full or file is
closed its contents will be flushed to operating system and after that
you will see records in the file from another job.
In some HLLs you can force buffer flush - in RPG its FEOD operation.

        follow up on my previous question:

        If my physical file is classified as ACCESS PATH
MAINTENANCE(*IMMED) and I 
        have a user that goes into a job for a period of 25 minutes and
the file 
        being update is considered OPEN the whole time, then the ACCESS
PATH 
        MAINTENANCE(*IMMED) action associated with the file will not
occur until 
        the user signs off the job...thereby closing the file?  And if
another user 
        gets in and out of the same job wholly within the first users 25
minute 
        period, then their updates and adds to the file will be done
first.
