Eric,

I found a command in NEWS/400, don't recall if it was on the web site or if
I took it off of their CD, called SNDTCPF. (Thank you, Julian Monypenny!) 
It does some error handling.  Of course, this command handles a send, but I
think there must have been a companion command which does a get.  Either
way, you could modify this, or steal the error handling code for your own
program.

It basically does a FNDSTRM over your output member, looking for the string
'Transfer complete', and checks the RTNRCD variable for = 0.  If it's 0,
then it does a SNDPGMMSG indicating that the file wasn't sent (in your
case, received).
