Check out the System Values QDECFMT ( and the other *EDT system values).
QDECFMT changes the behaviour of the basic edit codes ( 1 - 4 and A - M)
for *Zero suppression and comma/point.

Changing this value will affect the way the edit codes behave if Column
21 of the H-spec is blank.  You can change the system value, compile for
your end-user to his object library, and then change the value back.  

However, the system value _will_ affect IBM screens, such as WRKACTJOB,
immediately.
