Well it's possible that getting approval through the bureaucracy for
Rochester's first-ever on-site beer-bash birthday party took up all of their
energy ......... but my suspicion would be that with the system already
fighting an old fashioned/out dated image, they decided not to promote that
image by celebrating too publicly.

Purely a personal opinion.
