First of all, PRPQs are not strategic. In other words, they won't be brought forward to ILE. (But then again, almost no one [other than on this list] is using ILE [I'm sorry to say.].) Secondly, it means that the manuals are only available in English, but this is not a biggie to most, because the quality of the translation of the language manuals has traditionally been less than the best.
