One thing I've done in the past when faced with this is to create a
physical file on the AS/400 with the fields the way you want them, and
use the Client Access/400 ODBC driver and Microsoft Access to upload the
records from the PC to the file.  Create an ODBC data source that points
to the file (using the Client Access ODBC Administrator), and then link
the AS/400 to an Access database on the PC.  Import the text file to
another Access table in the same database, and then write a query to
append the records from the text file to the AS/400 linked table.  Make
sure there are no null fields in the text file.  This can run very slow
(ODBC), but for a one-shot deal, works pretty well.
