I've been using the ATS courses with new people here with some success.

A good, general, get your feet wet approach is the use the IBM manual 
'Application Development by example'.  (Or is that Design?)  It's been out of 
print for awhile but it goes through printer files, display files, physical and 
logical files all in the steps of designing rudimentary RPG programs.
