Depending on who's job wrote the file, you may need *SPLCTL authority. Is there 
anything in the joblog? If CPYALLSPLF reports that it successfully copied the 
file, I'd suspect that there is another file with the same name somewhere. Try 
WRKOBJ *ALL/filename. That should show if there is more than one. This is a 
text (SCS) file right? The command just uses CPYSPLF to perform the copy, so it 
won't work with AFP or IPDS output.
