Accommodation charge for V4 upgrade from model 530

We are looking to upgrade our model 530 from V3R7 to V4R3 next year.  I
certainly understand the $40,000 charge for the upgrade, but what is the
$160,000 "software accommodation" charge?  Apparently this gets charged since
I am coming from a model 4XX/5XX.

Why would the operating system upgrade cost more depending on the *hardware*
level you are coming from?

Would it be cheaper to upgrade to a low end 620 model (staying on V3R7), then
upgrade to V4R3?
