Is the slowdown occuring when you are RESTORING the programs developed on the
RISC system on the CISC system?

If so, this is normal... even though the programs were compiled at V3R1, they 
are
still  RISC programs... when restored to a CISC system, they must be
re-encapsulated back to CISC.  This is a *VERY* heavy drain on system resources.
