I  fully  agree  with you on this.

    It  also  causes  problems for the  country they  come from 
    - as they  need the  skilled  resources as well.

Did  you  know in NY  one  can take the  driving  testings in  languages
other than English. BUT all the signs are in  English.  <<Go  Figure>>
